
European music sector puts forward shared vision and policy recommendations for a European Strategy for Music

With the conclusion of the Polish Presidency of the Council of the EU, the One Voice for European Music initiative is presenting a set of recommendations to strengthen the European music sector.
Over the past six months, Liveurope has contributed to this collaborative bottom-up effort alongside 20 EU-level organisations, helping to shape a European Strategy for Music. The resulting document outlines a comprehensive vision and actionable policy recommendations to support and empower the different value-chain actors across Europe.
These recommendations address pressing topics concerning the sector, including the upcoming EU long-term budget, the implementation of the AI Act, the need for improved working conditions for artists, threats to artistic freedom, challenges to music diversity, and intensifying global trade competition.
Our key takeaways from the strategy include:
- Introducing a dedicated music strand within the Creative Europe programme—appropriately funded and specifically tailored to the needs of music organisations and beneficiaries, reflecting the sector’s economic, social, and cultural importance in the EU
- Establishing of a European Music Observatory—to map, analyse, and monitor the sector’s dynamics and policies, to help the EU formulate relevant and proportionate policy measures
- Boosting international development for European music, through enhanced support for all aspects of artist mobility, increased funding for diverse programming in venues and festivals, and building on existing initiatives that have proven successful in boosting the cross-border circulation of European repertoire.
