European music sector calls for stronger and strategic support in AgoraEU 2028–2034
In July, the European Commission published its first proposal for the next long-term EU budget for 2028-2034. Together with 20+ EU-level music organisations, we welcome the reinforced budget proposal for Europe’s cultural and creative sectors (CCS) within the AgoraEU programme, and call for it to be accompanied by a strong, targeted strategy for the European music sector.
While the proposed €1.796 billion allocation to the Creative Europe – Culture strand (21% of AgoraEU) is a welcome step forward, it must be matched by strategic, sector-specific policy action. This includes a strong focus on artistic freedom, fair working conditions, and cultural diversity at the heart of the programme.
Music, despite its broad social, democratic, and economic impact, remains underrepresented in EU cultural policy. In particular, the current proposal omits explicit references to music and follow-up to the Music Moves Europe (MME) initiative. With this increased budget, the European Commission now has the chance to develop a music-specific strategy, as urged by EU Culture Ministers and the European Parliament.
AgoraEU must deliver not only funding but also a coherent policy strategy that reflects music’s economic, social, and cultural importance. This includes:
- Dedicated calls and programmes tailored to music’s specific needs;
- A European Music Observatory to support evidence-based policymaking;
- Ethical and fair principles guiding digital transformation and AI adoption.
