Commissioner Micallef and MEP Rafowicz Join EUphoria Talks on the Future of European Music

On 6 May, Liveurope hosted the 12th edition of its annual celebration of Europe through music at the iconic Ancienne Belgique, right in the heart of Brussels. The event was opened with a conversation between European Commssioner Glenn Micallef and MME Award-winning artist Della from Cyprus, exploring their personal connections to music as well as the challenges of being an artist in Europe today, among other topics.

This was followed by a panel discussion featuring MEP Emma Rafowicz alongside experts from the music sector, with the future of the AgoraEU programme taking centre stage. MEP Rafowicz shared a glimpse into her forthcoming draft report on the regulation while the panellists highlighted the challenges faced by the sector on the ground, emphasising the need for a European music strategy and more targeted EU investment. Closing words were delivered by a representative of the Cyprus presidency of the Council of the EU.

 

The night concluded with three captivating shows with up-and-coming European artists: Brussels’ own neo-classical folk artist ROZA, Cyprus’ artist Della's with dark, haunting dream-pop, and a dazzling finale of electronic folk and queer anthems by Irish sensation SexyTadhg.

Commissioner Glenn Micallef & Della discuss music, artists mobility, and Europe

European Commissioner Glenn Micallef and MME Award-winning artist Della kicked off the event with an opening conversation. Reflecting on the challenges of crossing borders with her music, Della described Liveurope as a “catalyst” and compared the experience of playing at a Liveurope venue to a “fair trade” label for the music industry, helping artists find new fans across the continent.

Commissioner Micallef highlighted music as the strongest form of communication we can ever have and stressed the importance of giving artists opportunities to have their voices heard. He also pointed to Liveurope and the Music Moves Europe Awards as key iniatives in “bringing European artists further to the front of the European landscape.”

Towards a music sectoral action in AgororaEU?

The panel discussion “Europe, turn up the volume!” brought together music experts and MEP Emma Rafowicz (S&D, FR), rapporteur of the AgoraEU file in the CULT Committee of the European Parliament, to discuss what the EU can do to support a strong, diverse, and resilient music ecosystem in light of the next MFF.

A central theme of the discussion was the need for a dedicated sectoral approach for music within AgoraEU, backed by a dedicated budget. MEP Emma Rafowicz highlighted the Parliament’s role in this:

“We need to do more. We need an increase in the AgoraEU budget of €2 billion. This proposal was already voted by the European Parliament. My goal is that we will have a sectoral approach with defined funding. It is our obligation if we want to build on the already great success of European music initiatives.”

She linked these needs directly to the survival of European values: "When we support culture and music, we can see that it also strengthens our democracy. One of the best responses to the democratic crisis is to make sure culture is supported in full, creating our shared identity as Europeans.”

Gordelia Miländer, artistic director at Paavli Kultuurivabrik, highlighted the impact of EU-funded initiatives such as Liveurope:

“Estonia is a very small market, so for us at Paavli Kultuurivabrik, it’s very important to be part of Liveurope. If we want to take the risk of booking emerging artists, Liveurope helps us to keep our creative freedom and show our locals new music from all over Europe.”

Building a more resilient music ecosystem

Addressing the multiple challenges of AI, market concentration, and economic pressure, Jess Partridge, executive director of EMMA, emphasised that the music sector often operates in the dark compared to other industries. A European Music Observatory would act as a centralised data hub, providing research and data necessary for well-informed policy solutions with a wide impact. Frank Kimenai, KEA’s senior consultant, specified that a "holistic approach" must look at the deeper issues affecting the people behind the music, moving away from just funding individual projects and toward creating a sustainable ecosystem. MEP Rafowicz emphasised the responsibility of EU legislators and pushed the conversation toward stronger EU regulation, suggesting that a sectoral approach must be paired with stronger EU-level regulation to protect independent venues and ensure diversity.

Celebrating Europe Day at the European Parliament

Right after EUphoria, Liveurope continued its celebration of Europe through music by joining the official Europe Day festivities at the European Parliament on 9 May. As part of the official programme, Liveurope hosted a dedicated musical stage just outside the Parliament doors, showcasing the continent’s rising talent to thousands of visitors. The diverse lineup featured powerful contemporary hip-hop by OTOY from Ukraine, atmospheric indie-pop by Irish DIY artist Annie-Dog, and avant-pop melodies by French trio Isaakians.
